Context
A government cannot set a whole life carbon benchmark without data on its own building stock, and most governments do not have it. The usual answer is to commission a study, which produces one number and no capability.
INDICATE piloted a different answer: fund and support a national consortium to build the data capability itself.
Insights
- Piloted in three countries. Ireland, Spain and Czechia, each with its own consortium of local researchers, industry and government.
- Supplied the method, not the answer. Common data model, collection protocol and quality criteria, so results would be comparable between countries without being dictated.
- Tested transferability. Whether the approach depends on a particular market structure, or works wherever there is a willing consortium.
Impact
It transferred. The pilot became INDICATE LIFE, which now runs in Austria, Hungary, Italy and Luxembourg under the EU LIFE programme.
